Certificate of Compliance (Medical Marijuana)

A Medical Marijuana Certificate of Compliance (MMCC) is required by the Oklahoma Medical Marijuana Authority (OMMA) as part of the medical marijuana business license application for both new and renewal licenses. A medical marijuana business must comply with City codes relating to zoning, fire, waste, and specific building safety codes in order to receive a MMCC. Each type of OMMA license requires a separate MMCC application.

How to get a Certificate of Compliance 

Step 1

Required Documents

  • Certificate of Compliance Application (Application for Certificate of Compliance Medical Marijuana - Application is available from Oklahoma City only)
  • A copy of the floor plan identifying all rooms and fixtures
  • Legal Description of Property

Step 2

Submit required documents to buildingpermitapplication@okc.gov

Payment is required at time of application. Plans and application will be reviewed for compliance of building codes, zoning and related ordinances. Fire, industrial waste, and construction inspectors will inspect the business location for compliance. The compliance approval process generally takes 2 - 3 weeks. Additional permits and inspections may be required before acceptance of your MMCC application.

A separate fee will be assessed for each MMCC type:

  • Dispensary - $615
  • Grow Facility - $750 - In addition, you must submit engineered mechanical plans to mechanicalreview@okc.gov  
  • Processing Facility - $750
  • Research Facility - $750
  • Transporter - $100
  • Education Facility - $750
  • Testing Laboratory - $750

Step 3

If construction work at your business requires a permit, a licensed contractor will be required to perform the work and to obtain the necessary permits from the Development Center. The licensed contractor will also contact us when the work has been completed to request the necessary inspections.

If you advise us that no construction work has been done at your business, we will need to perform "status check" inspections for each MMCC type at your location to verify that information. Please contact us at each of the following phone numbers for our inspectors to come perform the following "status check" inspections: (405) 316-5656 for Building, Electrical, Mechanical and Plumbing, and (405) 297-3584 for Fire.  Also contact the Utilities Department at ww-pretreatment@okc.gov or (405) 297-3810, to request an Industrial Waste "status check" inspection for grow facilities and processing facilities.

Step 4

Periodically check the status of your Certificate of Compliance at okc.gov/access.

  • Click on Licenses
  • Enter license number or address
  • Click on MMCC license number
  • Click on record info tab
  • Click on processing status

The information will be displayed showing all outstanding requirements indicated by an hourglass symbol.  

Step 5

Once all sections are approved, your Certificate of Compliance will be automatically emailed to the email address provided on the application. The Certificate of Compliance letter must be given to OMMA as part of their application process.
