Brock Rowe hired to replace Rick Wickenkamp as OKC’s Development Services Director

Oklahoma City Manager Craig Freeman has selected Brock Rowe to succeed Rick Wickenkamp as the director of the Development Services Department.

Rowe is the Director of Building Services for the City of Springfield, Missouri, where he is the code official, floodplain administrator and code enforcement hearing officer. His first day will be July 17.

Rowe will oversee the Development Services Department’s $22.8 million budget and manage 192 employees in four divisions: Administration, Animal Welfare, Code Enforcement and the Development Center.

“We look forward to welcoming Brock to Oklahoma City,” City Manager Craig Freeman said. “His extensive experience in construction, inspections and code enforcement will help us continue serving our residents in a timely and efficient manner.”

Rowe has a master’s degree in construction management from the University of Arkansas, complemented by eight International Code Council certifications and is accredited as a certified floodplain manager.

“Brock will build off the positive momentum that retiring Development Services Director Rick Wickenkamp created for the department,” Freeman said.
