OKC Council Meeting Notes: June 13, 2017

The Oklahoma City Council meets at 8:30 a.m. Tuesdays on the third floor of City Hall, 200 N Walker Ave. Live broadcasts are available on Cox Channel 20 and YouTube. A recording of each meeting is then added to the City's YouTube channel. Check out the meeting calendar for agendas and schedules.

Council approves $1.38B budget for FY 2018

The council voted to approve the City Manager’s $1.38 billion budget for fiscal year 2018, which begins July 1. The General Fund budget, which pays for most day-to-day City services, is $404.5 million – a 0.2 percent decrease from the current fiscal year’s amended budget. The decrease is primarily due to the continued decline in sales tax revenue. Public safety makes up 64.6 percent of the general fund, followed by public services at 17.3 percent, culture and recreation at 9.6 percent and general government at 8.5 percent. Sales tax is the largest single source of revenue for the City, making up 57.5 percent of operating revenue. For FY 2018, the City is projecting sales tax growth of 2 percent.

Public hearing held for sales tax initiatives, bond proposals; Council vote scheduled for June 20, public vote for Sept. 12

More than $1.1 billion in funding for streets, police, firefighters and other basic needs and an annual injection of $26 million for day-to-day operations are included in sales tax and bond proposals under consideration by the Council. The proposals, which are subject to voter approval, represent an opportunity for Oklahoma City residents to build a safer and better community through critical investments in their future without raising sales tax and property tax rates. There are three basic components: a permanent ¼ cent sales tax and temporary ¾ cent sales tax to replace the expiring MAPS 3 sales tax, and a general obligation bond package to succeed the almost-complete 2007 bond program. The proposals were introduced May 30, and the public hearing was Tuesday. A vote by the Council is scheduled for June 20. Pending approval by the Council, a vote for all Oklahoma City voters would follow on Sept. 12.

Ordinance amendments proposed related to impounded, menacing dogs

The Council is considering proposed ordinance amendments that would create new requirements for dogs impounded by Animal Welfare, and dogs deemed to be menacing. The amendments are related to requirements related to the registration of impounded and/or menacing dogs, and conditions to be met before impounded dogs are released to their owners. The proposed amendments are set for a public hearing June 20 and adoption July 5.
