Former Oklahoma City Manager Glenn Deck dies at 67

Glenn E. Deck, City Manager of Oklahoma City from January 1998 to November 2000, died Monday in Kansas after a battle with cancer. He was 67.

Deck was hired as the City of Oklahoma City’s Finance Director in 1992. The City Council hired him as City Manager on Jan. 8, 1998, to succeed Donald D. Bown.

Deck’s ascension to the top position in Oklahoma City’s Council-Manager form of government came at a critical time. The original MAPS program had a budget shortfall, and Deck created a new management structure to finish the project.

Deck played a key role in improving oversight of the MAPS program and improving the City’s budget process.

He accepted a position as the CEO of the Kansas Public Employees Retirement System to end his tenure in Oklahoma City, officially stepping down Nov. 10, 2000.

The City Council hired former City Manager James D. Couch to succeed Deck. Oklahoma City’s current City Manager is Craig Freeman, who succeeded Couch on Jan. 2, 2019.

Deck is survived by his wife Mary Ann, his son Drew and daughter-in-law Ashlee, his son Derek and daughter-in-law Dillon, his mother Mary K. Thelman, his brother John, his grandchildren Landyn and Levi, and other extended family members. He was preceded in death by his father John and his brother Howard.

Services are Saturday in Kansas.
