OKC Council Meeting Notes: Nov. 22, 2016

The Council approved permits Tuesday for:

  • DG Productions' "OKC Turkey Tracks," Nov. 24.
  • Stockyards City Main Street's "A Cowboy Christmas Parade," Dec. 3.

Dec. 6 hearing set for proposed mid-year budget cuts as sales tax revenue declines

A public hearing and vote on a proposed mid-year budget reduction is set for the Dec. 6 Council meeting as sales tax revenue continues to decline. Budget Director Doug Dowler presented the proposed budget reduction to the Council on Tuesday, detailing $9.2 million in proposed cuts to match an amended sales tax revenue projection for the fiscal year ending June 30. Year-to-date sales tax revenue is about 3.7 percent below this month last year. A net reduction of 39 City staff positions is included in the proposed mid-year cuts, lowering the total of authorized positions to 4,660.

Contractor selected for OKC Streetcar rail installation

The Council voted Tuesday to formally select Herzog/Stacy and Witbeck to install the rail for the Oklahoma City Streetcar. Construction is set to begin in January. The OKC Streetcar, which will connect downtown to Bricktown and other districts in the urban core, is funded by the MAPS 3 Modern Streetcar/Transit project. The Herzog/Stacy and Witbeck bid totals about $50 million, which is about $7 million lower than the projected construction budget. Installation of the rail and other infrastructure should take about two years. Brookville Equipment Corporation is building the streetcars. Lane and street closures will affect downtown-area traffic during construction.

Oklahoma City's November sales tax summary

The November sales tax report shows General Fund collections in Oklahoma City were down 1.8 percent compared to the same month last year, below the monthly projection by 3.7 percent. The November report includes collections for the last half of September and estimated collections in the first half of October, which total about $17.2 million for the General Fund. That’s around $658,000 below the projection. November is the fifth month of the fiscal year, and General Fund sales tax revenue is about 4.1 percent (about $3.8 million) below the year-to-date projection. The General Fund pays for the City’s day-to-day operations. Sales tax is the City’s largest single source of revenue.

EMBARK releases rider and non-rider survey results

EMBARK shared its its fiscal year 2016 research results with the Council on Tuesday, revealing that investment in public transportation is important to Oklahoma City’s long-term future, while existing customers would like to see service enhancements continue. Highlights from the research were presented by ETC Institute, a research group that collected more than 2,000 responses from Oklahoma City residents and EMBARK customers. In the past three years, EMBARK has realigned routes to improve bus frequency, expanded service hours until midnight on four of its most popular routes, improved bus stops, doubled the number of bus shelters, and added real-time arrival information, a journey planner and wifi on every bus.
