OKC Council Meeting Notes: March 29, 2016

The Oklahoma City Council meets at 8:30 a.m. Tuesdays on the third floor of City Hall, 200 N Walker Ave., and live broadcasts are available on Cox Channel 20, YouTube and okc.gov. A recording of each meeting is then added to the City's YouTube channel.

Event permits

The Council approved permits Tuesday for:

  • Arts Council Oklahoma City's "Festival of the Arts," April 19-24.
  • Oklahoma City-County Health Department Wellness NOW Coalition's "Open Streets OKC," April 3.
  • University of Oklahoma Community Health Alliance's "OUCHA Health Dash," April 2.
  • Rugged Races' "Rugged Maniac 5K," April 30.

Council approve construction contract for second MAPS 3 Senior Health & Wellness Center

The Council voted Tuesday to approve a construction contract with W.L. McNatt & Company for the second MAPS 3 Senior Health & Wellness Center. The center will be located adjacent to Capitol Hill High School in south OKC and operated by North Care, and construction will begin this spring. The first wellness center is nearing completion near NW 122nd Street and Rockwell Avenue, and earlier this month the Council approved a request for proposals from potential operating partners for the third center. The wellness centers will be spread throughout OKC and offer wellness, educational and social amenities for seniors.

Vote on proposed development impact fee ordinance deferred until April 26

A vote on a proposal to establish development impact fees to help infrastructure keep pace with growth in Oklahoma City was deferred Tuesday until April 26. The proposed ordinance, introduced in January, is the product of years of collaboration between City staff and developers. The deferral will allow City staff and developers more time to develop a consensus on a few remaining issues. Oklahoma City charges impact fees for water and wastewater, which are only two of the eight categories allowed by state statute. The proposed new ordinance would add fees for two more categories: streets and parks systems. The proposed fees range from 77 cents to 92 cents per square foot of new residential construction and 48 cents to $4 per square foot of non-residential construction, depending on the location.

Council again defers final hearing on proposed aggressive panhandling ordinance

The Council voted Tuesday to defer a final hearing for a proposed ordinance to limit aggressive panhandling. The final hearing is set for March 29. As currently proposed, the ordinance would ban panhandling within 50 feet of elementary schools and expand a buffer zone from 20 feet to 50 feet in front of City of OKC bus stops and other areas. The proposed ordinance was introduced Jan. 19 and had a public hearing Jan. 26, and its final hearing was originally set to be held Feb. 9 before it was deferred to March 8, March 15, today and now April 5.
