Council selects site for MAPS 3 Convention Center
The Oklahoma City Council voted Tuesday to select the East Park site for the future MAPS 3 Convention Center. The newly selected site is bounded on the north by SW 4, the south by SW 7, the west by Robinson Avenue and the east by Shields Boulevard. The MAPS 3 Convention Center site selection process was re-opened in March after an attempt to acquire a different site reached an impasse. The City, the MAPS 3 Citizen Advisory Board, the board’s convention center subcommittee, a consultant and the Alliance for Economic Development of Oklahoma City collaborated to re-evaluate potential sites, and the Council concluded Tuesday the site on the east side of the future MAPS 3 Downtown Park is the best location.

Police updates use of force policy
The Council voted Tuesday to approve updates to the Police Department's use of force policy, which outlines when police officers can use deadly force when performing their duties. The updates clarify when the use of deadly force is authorized in situations involving moving vehicles. The new policy states a collision with an occupied vehicle does not justify the use of deadly force unless there is a "reasonably apparent" intent to injure someone, and there's an "imminent danger of death or serious bodily harm." It also states officers may use deadly force from a moving vehicle "only if being fired upon or threatened to be fired upon." Officers may also use deadly force upon a moving vehicle in the same situation, and also if the officer is being pursued or targeted by a moving vehicle so long as the officer hasn't placed him or herself in the path of the vehicle, has tried all options to get out of its way and has considered the presence of any innocent occupants.

Proposed median ordinance vote deferred to Dec. 8
The Council voted Tuesday to defer until Dec. 8 a potential vote on a proposed ordinance prohibiting unsafe activity in medians. The proposed ordinance was introduced at the Council's Sept. 15 meeting, and then amended during its public hearing at the Sept. 29 meeting. The amended version would prohibit most activities in medians. Exceptions include legally crossing the street and public safety personnel performing official duties.
$2 million allocation of TIF funds approved for Northeast Shopping Center project
OKC will kick in $2 million of tax increment finance (TIF) district funds to promote the redevelopment of the Northeast Shopping Center at 1148 NE 36. The finds come from the Northeast Renaissance TIF district, which runs generally along NE 23 between Lincoln Boulevard and Martin Luther King Avenue. The $2 million will be paid over a 20-year period and is subject to the developer meeting performance goals. The developer is contributing about $9 million of the estimated cost to redevelop the blighted shopping center. The Northeast Renaissance TIF is intended to promote economic development in northeast Oklahoma City. TIF districts allow the City to reinvest property taxes generated by private development within a specific area, helping to promote further economic progress and private projects.
Council approves demolition of seven Lantana Apartments buildings
The Council voted Tuesday to approve a contract for demolishing several dilapidated buildings and remove debris at a northwest Oklahoma City apartment complex prone to fires and decay. The Council voted to approve a $234,652 contract with K&M Dirt Services to demolish seven buildings at Lantana Apartments, 7408 NW 10. Several fires have caused severe damage, leaving many buildings at the apartment complex dilapidated and dangerous. Repeated calls for firefighters and code enforcement have resulted in spiraling, unrecovered costs for the City. Code enforcement alone at the property has cost nearly $73,000 in the last seven years, recovering only about $41,600 in payments from the property owner.
$3.56 million grant to fund Wiley Post Airport runway improvements
The Council voted Tuesday to ratify an agreement to accept a $3.56 million Federal Aviation Administration grant to fund improvements to Runway 17L/35R at Wiley Post Airport. The grant will pay for pavement repairs, signage, drainage improvements and more.
